If you want to insert a block over a n exported toolpallen, you also must copy the block in the same path like a first computer.
I it is an mistake.
I think not but perheps i'm wrong.

Yes im pretty sure any time you start swapping tool palettes you need a search path to each block folder or file. So if you drag and drop a block from a production drawing in to a tool palette. You need to make sure that production drawing is in your search path, to search in when inserting your blocks.
